Technical Support Unit- Kerala State AIDS Control Society

 

Public Health Foundation of India (PHFI) through the HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project manages the Technical Support Unit (TSU) for strengthening the Targeted Intervention Component of Kerala State AIDS Control Society (KSACS). Located in Thiruvananthapuram, the currently contracted TSU for KSACS since July 2012, extends supportive supervision and technical assistance to Targeted Intervention Projects among MARPs and Bridge Populations & Opiod Substitution Therapy (OST) centres in the state. There are 53 TI projects and 10 OST centres operational across the state and an additional 14 new TIs coming up in the year 2014-15.   

 

The PIPPSE Project is managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to “strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal of HIV epidemic at the national and state levels”. The project will achieve its goal through: (1) evidence-informed, demand-driven technical assistance to Department of AIDS Control (DAC) and State AIDS Control Societies (SACS) in project focus states including Kerala, to improve the quality of Targeted Intervention programs for Most At Risk Populations (MARPs) and Bridge Populations (Migrants and Truckers); and to promote private sector engagement in HIV/AIDS programs and services; and (2) Promotion and sustaining innovations and demonstration models to improve the coverage and access of MARPs and Bridge Populations to a continuum of prevention- care services.   

 

Structure of TSU- Kerala

The organizational structure comprises of a Team Leader who is also the overall head of TSU Kerala and been supported by technical and non-technical personnel. In the technical domain, there are currently five Program Officers overseeing five regions namely Thiruvananthapuram, Kottayam, Ernakulam, Calicut and Palakkad (proposed). There are three Program Officers, one to scale up Migrant Interventions/ Employer Led Models, second to oversee Monitoring and Evaluations in the TI program and the third to render clinical support in the program. The Finance Manager at TSU is supported by a Finance and Administrative Assistants. The following diagram depicts thematic sketch of the TSU structure.
